LG Electronics sinks to loss after EU fine

SEOUL, South Korea (AP) ? LG Electronics Inc. reported its first quarterly loss in a year Wednesday after Europe slapped it with a massive fine for price fixing.

Its net loss totaled 468 billion won ($429 million) for the last quarter of 2012, compared with a loss of 112 billion a year earlier.

The European Union fined it 492 million euros ($664 million) last month for rigging prices of cathode-ray tubes for years up until 2006. LG said it would appeal.

LG also blamed its poor fourth quarter on intense competition among TV makers and sluggish consumer demand. The won's gains against the U.S. dollar also hurt, LG said.

Operating profit, which excludes the fine, rose 25 percent over a year earlier to 107.2 billion won. Revenue fell slightly to 13.5 trillion won.

The increase in operating profit was driven by LG's mobile business which was profitable in 2012 after suffering two years of losses. LG's smartphone shipments jumped 56 percent over a year earlier to 8.6 million in the fourth quarter, helped by its Optimus series of phones based on the Android operating system.

LG Electronics is among the smaller players in the smartphone market. Counterpoint Technology Market Research estimated that more than 90 percent of the smartphone market's profit is claimed by Samsung Electronics Co. and Apple Inc.

But higher-end smartphones have steadily increased in importance for LG's overall mobile business as it battles competition from Chinese makers at the low-cost end of the market.

LG said it plans to bet on countries that have begun introducing faster wireless networks called LTE, which it expects will produce higher demand for smartphones compatible with the new technology.

The company, which competes in the TV market with Sony Corp., Panasonic Corp. and local rival Samsung Electronics Co., is counting on early launches of advanced displays such as OLED and ultra-high definition this year to get ahead of its rivals.

Anglo American takes $4 billion hit on Minas-Rio

LONDON (Reuters) - Anglo American will take a $4 billion writedown on its Minas-Rio iron ore project in Brazil after delays and cost overruns forced the mining group to increase expenditure on the project.

The company said on Thursday that it expects capital expenditure for the project to increase to $8.8 billion.

"We are clearly disappointed that the diversity of challenges that our Minas-Rio project has faced has contributed to a significant increase in capital expenditure," outgoing Chief Executive Cynthia Carroll said.

"Despite the difficulties, we continue to be confident of the medium and long-term attractiveness and strategic positioning of Minas-Rio and we remain committed to the project."

Minas-Rio, a leading iron ore project in Brazil, is one of Anglo's most significant capital allocation failures of recent years and was largely responsible for Carroll's fall from grace. Anglo bought its first stake in Minas-Rio in 2007, taking control in 2008 with a $5.5 billion deal with Brazilian billionaire Eike Batista's MMX - right at its peak.

The project was intended to help to diversify a company that was still dependent on South Africa for the bulk of its revenue, but has instead been a bruising top-of-the-market deal.

Anglo spent $4.8 billion buying Minas Rio - excluding the value of the Amapa mine, bought as part of the original deal but which Anglo has agreed to sell. It has spent $5 billion on developing it so far and said last year that total development costs could exceed $8 billion - more than three times original estimates.

Development costs in Brazil have been driven higher by issues such as the Olympics and the soccer World Cup, which have increased demand for labour.

Anglo is not the only company to have met with permitting hiccups in Brazil, with even Vale, the world's largest iron ore producer, being hit and ENRC's project there.

The company said it is still targeting first ore on ship by the end of 2014 despite the challenges facing Minas-Rio.

(AP) ? French forces have taken control of the airport in Kidal, seizing a key position in one of three provincial capitals the Islamist militants took over last year, officials said Wednesday. One Malian official said French troops even moved into the city, which was the last remaining urban stronghold of the Islamists in Mali.

French and Malian troops have recaptured two of the other provincial capitals, Timbuktu and Gao, in recent days, and been welcomed by overjoyed crowds. However, already concerns are emerging about whether the Islamists will try to return once France hands over the military operation to Mali and soldiers from neighboring countries.

Haminy Maiga, the interim president of the Kidal regional assembly, said French forces met no resistance when they arrived late Tuesday.

"The French arrived at 9:30 p.m. aboard four planes, which landed one after another. Afterwards they took the airport and then entered the town, and there was no combat," said Maiga, who had been in touch with people in the town by satellite phone as all the normal phone networks were down.

"The French are patrolling the town and two helicopters are patrolling overhead," he added.

In Paris, French army Col. Thierry Burkhard confirmed that the airport was taken overnight and described the operation in Kidal itself as "ongoing."

On Tuesday, a secular Tuareg rebel group had asserted that they were in control of Kidal and other small towns in northern Mali. Maiga said those fighters had left Kidal and were at the entry posts on the roads from Gao and Tessalit.

France, the former colonial ruler, began sending in troops, helicopters and warplanes on Jan. 11 to turn the tide after the armed Islamists began encroaching on the south, toward the capital. French and Malian troops seized Gao during the weekend, welcomed by joyous crowds. They took Timbuktu on Monday. The Islamists gave up both cities and retreated into the surrounding desert.

To help battle the Islamists in their desert hideouts, a U.S. military official says the Pentagon is considering setting up a drone base in northwest Africa to increase intelligence collection.

While most crowds in the freed cities have been joyous, months of resentment toward the Islamists already has erupted into violence in Gao.

Video footage filmed by an amateur cameraman and obtained by The Associated Press shows a mob attacking the symbol of the oppressive regime, the Islamic police headquarters.

Some celebrate cheering "I am Malian," while others armed with sticks and machetes attack suspected members of the Islamist regime. The graphic images show the mob as they mutilate the corpses of two young suspected jihadists lying dead in the street.

France's president said his country's forces would stay in Mali as long as necessary, but the French also have said they expect troops from African nations to take the lead as soon as they are able. There are now some 2,900 African soldiers in Mali, including 1,400 from Chad who are used to fighting in harsh, desert terrain like northern Mali.

Mali's military was severely affected by last year's coup and has a reputation for disorganization and bad discipline. Already Malian soldiers have been accused of fatally shooting civilians suspected of links to the Islamists. The military has promised to investigate the allegations.

Debt Relief Package for Myanmar Unusually Generous - Global Issues

WASHINGTON, Jan 28 (IPS) - Nearly 20 of the world's largest creditor countries have announced that they would be cutting nearly half of Myanmar's total foreign debt, worth some six billion dollars.

Those countries, which include the United States, United Kingdom and several members of the European Union, are part of the Paris Club, a group of 19 of the world's largest donors. On Monday, the group stated that its members were aware of Myanmar's "exceptional situation" and had agreed to a 50-percent cancellation of arrears and a seven-year grace period for the remainder.

On the sidelines, Norway and Japan came to separate agreements to cancel additional debts amounting to around four billion dollars. President Thein Sein, who has overseen more than two years of contested political and economic reforms in Myanmar, had reportedly made debt relief a priority for his administration.

The Paris Club move comes just a day after the World Bank and the Asian Development Bank (ADB) came to a separate agreement to restructure close to a billion additional dollars that Myanmar owed the institutions. This deal, made possible by a substantial "bridge loan" from Japan, will give the country economic breathing room as it works to emerge from decades of international isolation and almost nonexistent economic and social development.

The deals follow on an agreement signed last month stipulating that Myanmar would adhere to conditionalities set by the International Monetary Fund (IMF). Together, the accords signed in recent days clear up, at least temporarily, almost three-quarters of Myanmar's total foreign debt.

Estimated by the IMF at around 15 billion dollars, that debt load has been described by some economists and diplomats as one of the most significant impediments to the new government's plans for reforms and development.

Among other things, the new agreements will allow Myanmar leeway to engage in new programmes through the World Bank, which had been constrained in the extent to which it could engage with the country. Last week, the World Bank approved a new credit, worth 440 million dollars, aimed at strengthening the country's macroeconomic climate ? and beginning to pay back the Japanese government's bridge loan.

Future saddling

Myanmar received significant foreign financing during the 1980s, but that was largely halted following a brutal crackdown on civil liberties that began in 1988. By the end of the 1990s, the military government, amidst broad stagnation and increasingly isolated on the international stage, essentially stopped paying its foreign debts.

As the past two years of reforms have taken hold, however, international donors and multinational companies have begun to eagerly flood back into the country; the World Bank Group re-opened Yangon offices in August. Yet the fact that Myanmar will now again be fully integrated into the international framework strikes some overly quick ? and the terms of the new agreements as overly generous.

"These agreements allow large amounts of new lending, before any investigation has been made into how past loans did and did not benefit the people of Burma," Tim Jones, a policy officer with the Jubilee Debt Campaign, an international anti-debt advocacy group, said Monday in a statement.

He also noted that the new World Bank and ADB deals, which simply restructure rather than cancel Myanmar's debts, will now allow the government once again to engage in borrowing from these institutions.

"None of these deals save Burma any money now, but they commit future governments to making payments on debt they inherit," he says. "This support for a military dictatorship could bind the hands of a hoped-for future democratic government."

Indeed, for all of the changes of the past few years, Myanmar's government is still dominated by the military, with President Thein Sein himself a former general. And despite suggestions of significant factionalisation within that force, it is far too early for many in and out of the country to believe that the Myanmarese military is in any way reformed.

"It is incredible that Burma gets billions of dollars of debt relief when its biggest spending is on the military," Anna Roberts, executive director of Burma Campaign UK, said Monday. "Burma's leaders should be on trial in The Hague, not getting special deals on debt relief."

Unnecessary exception

The "specialness" of the new deals is of particular interest. Over the past decade, after all, the international community has made some progress in consolidating a set of principles by which it should deal with foreign debt amassed by developing countries.

"If two developing countries have the same amount of debt, we'd like them to get the same deal," David Roodman, who researches aid and debt relief at the Center for Global Development, a Washington think tank, told IPS.

"But according to the norms that have been developed, Myanmar didn't meet those requirements. So this agreement not only is an exception to those rules but undermines the rules-based approach more generally."

In evolving discussions over the past 10 years, the international community has agreed to define eligibility for debt relief based on the sustainability of debt levels ? the ratio of debt to gross domestic product (GDP), for instance, or the ratio of debt to exports.

Yet Roodman says that while the agreed level for debt to GDP is 30 percent, Myanmar's debt stands at just 18 percent of GDP, almost half of the stipulated requirement. Likewise, the level for debt to exports has been agreed at 100 percent, while Myanmar's stands somewhat lower at 85 percent.

"Further, the IMF has done some scenarios through modelling on the likely course of exports and GDP in coming years in Myanmar," he says, "and they found that the debt load, if anything, is going shrink."

The key to understanding the Paris Club decision, then, might have to do less with development than with foreign policy. From this perspective, while foreign governments may be successfully jockeying for position with Myanmarese officials, they may be losing valuable leverage that could still be required down the road.

Notably, Myanmar still owes around two billion dollars to China, the military's closest ally for decades and a key reason many Western countries may be prioritising relations with Myanmar today. In a new blog post, Roodman notes that opposition leader Aung San Suu Kyi has in the past urged foreign governments to suspend rather than end economic sanctions.

"(T)he threat of easy reinstatement, in her judgment, would spur further reform," he writes. "The analogous step in the debt dance was to refinance defaulted loans rather than cancel them. Just as sanctions can be permanently abolished later, so can debts be."

Not all students have the same resources at home.

But no matter a child?s income level, early intervention is key to increasing a child?s potential for success, said Bonnie Walston, director of special education for Wicomico County public schools.

In Wicomico County ? which had 11.22 percent of its students receiving special education services in the 2011-2012 school year ? special education percentages have remained steadily near 12 percent, with that little bit lower percentage last year, Walston said. However, the percentage of students receiving Free and Reduced Meals has risen.

The percentage of students receiving special education in Maryland?s counties, as well as the statewide rate ? 11.22 percent ? were compiled in a Daily Times analysis of Maryland State Department of Education data and rounded to the nearest hundredth. MSDE spokesman Bill Reinhard said this data was from the 2011-2012 school year, and special education includes students who have an Individualized Education Program.

Wicomico?s Free and Reduced Meals rate was the state?s fourth-highest among the 24 districts for the 2011-2012 school year, at 58.61 percent, according to MSDE data. Its special education percentage came in 10th-highest.

Even though she doesn?t see a correlation in Wicomico, Walston said poverty is something that could have an impact on students. For example, if a child?s parents are working two to three jobs and aren?t around their child as much, that may have an effect.

?That?s why we have a process to help families and children to be able to bridge those gaps,? Walston said.

And it?s important that family members talk to their children and have books, math and developmentally appropriate activities, she said.

Early intervention services provided by Wicomico County for children birth through age 3 involve a team of at least one family member, a case manager and a specialist or specialists ? depending on the child?s disability ? going into the child?s home or another safe place, like a child care center.

Microsoft Office 2013, Office 365 Home Premium available now; 365 for business coming later

Until now, we've known almost all there is to know about Microsoft Office 2013 and Office 365: we got hands-on with the new features last summer, and the company has even confirmed pricing. The only thing we weren't sure of was the exact on-sale date, but even that got leaked when a Canadian retailer put up a pre-order page indicating the two products would ship January 29th. Well, what do you know? Today is January 29th and sure enough, Office 2013 is on sale, along with the subscription service Office 365. To be clear, while every version of the boxed software is now out, 365 is only being offered to consumers; the business version will arrive later, on February 27th.

For now, Office 365 Home Premium is priced at $99.99 for an annual subscription, with licenses to install the suite on up to five PCs and Macs at once. There's also a "University" version for college students and faculty, which costs $79.99 for a four-year plan. Either way, the sub includes 20GB of SkyDrive storage, which is to say if you previously only had 7GB of space, your limit will now get bumped to 20 gigs. (In other words, people grandfathered into 25GB don't get an additional 20 gigabytes.) Of course, you can always deactivate a particular machine through Office.com if you need to free up a license. Naturally, too, as a part of the subscription you'll always have the most recent version. That means Office 2013 for Windows users; Office for Mac 2011 if you're on OS X. That last piece is a bit of a bummer, for sure, but for what it's worth Microsoft has said a new Mac product is in the works, and that subscribers will get it as part of a future software update.

If you'd rather buy the software outright, you can do that today too. At the low end, there's Office 2013 Home and Student 2013 ($139), which comes with Word, Excel, PowerPoint and OneNote. Home and Business adds Outlook for $219, while the top-of-the-line Professional package includes all of the above along with Access and Publisher for $399. Remember, though: these come with only one user license, and you don't get any complimentary cloud storage or upgrades to future versions. It's your money, obviously, but it seems clear to us that Microsoft has gone out of its way to make its Office 365 service the more attractive option. So, you might want to think long and hard about how much owning your software really means to you before going the old-fashioned route.

"This is a major leap forward," said Kurt DelBene, president of the Microsoft Office Division. "People's needs change rapidly, and Office 365 Home Premium will change with them."

Simultaneously, Microsoft today released Office 365 University for college or university students, faculty and staff at a price of just US$79.99 for a four-year subscription - the equivalent of US$1.67 per month. Globally, the company also released updated versions of the traditional Office suite: Office Home and Student 2013, Office Home and Business 2013 and Office Professional 2013. Office 365 for businesses will be released globally with new capabilities on Feb. 27.

Time to Do the Things You Want

In a recent global survey,* nearly 60 percent of people said they don't have the time to do the things they want to do, and more than 80 percent said they could save one or more hours a day if they were better organized. Office 365 Home Premium is designed to help people be more productive from virtually anywhere and find the flexibility to do the things they want.

The NFC rallied back on its next drive, keyed by a BeastMode run out of Seahawks running back Marshawn Lynch. Lynch shed five tackles for a vicious 12-yard gain, easily the best run of a Pro Bowl that has so far been decidedly pass happy.

Two snaps after Lynch?s run, Eli hit Giants teammate Victor Cruz for a nine-yard touchdown on an in route out of the slot, giving the NFC the lead back at 17-14. Cruz, as he is known to do, performed a quick salsa dance in the end zone to celebrate.

Trailing by three points midway through the second quarter, the AFC replaced Peyton Manning at quarterback with Matt Schaub of the Texans. On a 40-yard bomb attempt intended for Broncos receiver Demaryius Thomas, Schaub was intercepted by Falcons safety William Moore. Moore returned the pick 27 yards to the NFC 28.

Eli got aggressive with under three minutes remaining in the first half. He noticed Rudolph in Chiefs linebacker Tamba Hali?s coverage down the right sideline, waved Rudolph to continue his route downfield, and hit him for a deep gain of 52 behind a lumbering Hali.

The first flag of the game was called on Broncos cornerback Champ Bailey toward the end of the second quarter. When explaining the penalty, official Ed Hochuli made sure to announce that ?Yes, there are penalties in the Pro Bowl.? (Yes, Hochuli really said that.)

Bailey was covering Bucs receiver Vincent Jackson in the end zone when whistled, so the ball was placed at the AFC?s one-yard line.

Lynch punched it in from a yard out, increasing the NFC?s lead to 24-14. Eli led yet another touchdown drive to close out the half, going 75 yards in the final 68 seconds with a three-yard scoring strike to Rudolph to cap it off.

As of halftime, top performers in the 2013 Pro Bowl so far have included Rudolph (five catches, game-high 122 yards, one touchdown), Jackson (five catches, 86 yards, one touchdown) and Cruz (game-high eight catches, 66 yards, touchdown).

Through two quarters, Rudolph is the favorite for Pro Bowl MVP.

Gen. Allen's Nomination Back on Track

A day after the Pentagon cleared Gen. John Allen of any wrongdoing in email exchanges with a Tampa socialite, his nomination to take over as NATO's supreme allied commander is back on track.

Currently serving as the top commander of U.S. and NATO forces in Afghanistan, Allen's nomination was placed on hold last November when the Pentagon inspector general began an investigation into his conduct.

White House spokesman Jay Carney said at Wednesday's White House briefing that President Obama has decided to go forward with Allen's nomination.

"The investigation is now complete," said Carney. "We welcome its findings. And, therefore, we intend for the nomination to proceed."

Carney expressed hope that the Senate would consider the nomination "in a timely manner. And you know, we will press the Senate to do just that."

A spokesman for Allen released a statement saying the Marine general "was obviously pleased by the outcome" of the inspector general's investigation.

The Pentagon inspector general investigated whether Allen's email contacts with Tampa socialite Jill Kelley were inappropriate. Kelley was at the center of the scandal that led to the resignation of David Petraeus as CIA director after his extramarital affair with his biographer, Paula Broadwell, came to light.

Kelley had contacted law enforcement to investigate a series of anonymous harassing emails later determined to have come Broadwell. After wrapping its investigation, the FBI referred to the Pentagon 20,000 to 30,000 documents of exchanges between Allen and Kelley that it felt needed further investigation.

Maj. David Nevers said Allen was informed that "the allegations against him were unsubstantiated and did not violate the requirement of exemplary conduct or the prohibition against conduct unbecoming an officer and a gentleman."

According to Nevers, Allen had "placed his faith in and fully supported the investigative process. He's obviously pleased by the outcome."

He described Allen as being "grateful for the support he received throughout this process from his chain of command, friends, family and colleagues. He remains focused, as he has always been, on leading the brave men and women of the ISAF team."

Allen is expected to turn over command of NATO forces in Afghanistan on Feb. 10 to Gen. Joseph Dunford, who has already been confirmed by the Senate.

(AP) ? Key Syrian ally Russia began evacuating its citizens from the country on Tuesday as the civil war gathered momentum in the capital Damascus with intense fighting around the international airport.

The evacuation was the strongest sign yet of Moscow's waning confidence in the ability of its ally President Bashar Assad to hold onto power. The U.N. chief said Tuesday that a diplomatic conclusion to the war seems unlikely.

U.S. State Department spokeswoman Victoria Nuland said the Russian evacuations indicate "the continued deterioration of the security situation and the violence that Assad is leading against his own people."

Four buses carrying about 80 people, mostly women married to Syrians and their children, crossed out of the country over land into neighboring Lebanon in the early afternoon. The land route was presumably chosen because of renewed fighting near the Damascus airport.

The first of two planes sent to pick up the Russians took off late Tuesday from Beirut and landed shortly after 5 a.m. (0100 GMT) in Moscow. Russia's Emergencies Ministry, which sent the planes, said the passengers were being given medical examinations before leaving the airport. It was unclear if any of them had been injured in the fighting.

Russian announced the beginning of the evacuations on Monday, saying it would take out 100 nationals. The Russian Foreign Ministry says there are tens of thousands of Russians living in Syria. Many of them are Russian women married to Syrian men.

The officials said thousands more evacuations could follow ? possibly by both air and sea.

Russia has been Assad's main ally since the Syrian uprising began in March 2011, selling arms, providing technical support and, along with China, using its veto power in the U.N. Security Council to shield Damascus from international sanctions over the Syrian regime's brutal crackdown on dissent.

But in recent months, Russia has started distancing itself from Assad. President Vladimir Putin said last month that he understands Syria needs change and that he was not protecting the Syrian ruler.

The Russians entered Lebanon at the Masnaa border crossing, where an official from their embassy in Beirut was waiting for them.

Some inside the buses closed the curtains so they would not be seen by journalists waiting at the border. Most refused to comment and those who did speak said only they were going home to visit relatives.

Jodie, an 8-year-old girl traveling from Damascus with her sister and her Syrian father said she was going to Moscow to see her mother, who is Russian. Jodie and her 4-year-old sister Nadine spoke briefly to reporters when they got off the bus to get their passports stamped at the border.

"I used to hear the shelling, but I was not scared," said Nadine. "I would close my eyes."

Officials at the Russian Embassy in Damascus said they have several thousand citizens registered as living in Syria. The officials, speaking on condition of anonymity because they were not authorized to talk to the media, said some of the people who were being evacuated Tuesday have lost their houses and need Russian government assistance to leave.

The officials downplayed the evacuation effort, denying that they are assisting their nationals' departures from Syria because of the deteriorating security situation.

One of the officials, who identified herself only as the embassy's head of protocol, said the government was simply responding to those who had asked for help in leaving Syria, suggesting they were mostly Russians living in areas where the fighting is fiercest.

"It's their personal desire to leave Syria," said the official. She noted that thousands of Russians were still in Syria.

In Moscow, Deputy Foreign Minister Andrei Denisov dismissed reports that the evacuations were the beginning of a Russian exodus from Syria. He told media there Russian planes landed in Beirut to deliver humanitarian aid at the Syrian government's request, and would take home those who wanted to leave.

"There is no plan to take everyone out," Denisov said. "Since the planes have arrived there, and some people with children want to leave, we are ready to take them out."

As the evacuation got under way, Syrian government forces and rebels battled in the suburbs of Damascus and elsewhere.

The Britain-based Syrian Observatory for Human Rights said clashes between opposition fighters and troops were concentrated in the areas around the capital, including along the road linking it to the international airport.

Persistent fighting along the airport road has prompted regional and international airlines to suspend flights to Damascus in recent weeks, although Syrian officials maintain that the airport remains open.

International diplomacy has done little to ease Syria's crisis, which according to the U.N. has claimed more than 60,000 lives since March 2011.

U.N. Secretary-General Ban Ki-moon said he didn't see "much prospect of resolution" by diplomacy.

At his first news conference of the year, Ban noted the worsening humanitarian conditions inside Syria and for those who have fled to neighboring countries.

For months, special envoy Lakhdar Brahimi, who represents the U.N. and the Arab League, has been pushing for a cease-fire and the formation of a transitional government ? with little apparent progress.

Ban said he and Brahimi reached a bleak conclusion after talks Monday.

"Our shared assessment is that we are still a long way from getting the Syrians together," he said.

Kardashian's LA home target of fake 911 call

LOS ANGELES (AP) ? Los Angeles County sheriff's officials are looking for the person who called 911 and falsely reported an emergency at a former Malibu residence of the Kardashians.

Sheriff's spokesman Steve Whitmore said Sunday that it's too soon to tell whether the reality TV stars are the latest victims of so-called "swatting," a hoax intended to get officers, including specialized SWAT teams, sent to a home.

Deputies responded to the call Friday at a house in Malibu where the Kardashians formerly lived, Whitmore said. After finding the house empty the deputies contacted the family and went to their new home about 20 miles away in Hidden Hills, he said. They found no crime had been committed. No arrests were made.

Kim Kardashian, who was not home at the time, decried the hoax on Twitter, calling it "dangerous" and "not a joke."

"These prank calls are NOT funny!," she wrote Friday. Kardashian said her mother called her after at least 15 officers arrived on their doorstep.

Whitmore said sheriff's officials and other California law enforcement agencies will lobby state lawmakers to make "swatting" a felony.

Authorities are investigating "scores" of similar cases across the state, he said. In some instances, the hoaxers use technology that makes it appear that the 911 calls were made inside the homes where police are sent, according to Whitmore.

"What we want to do is have the legislature turn up the heat on these people," he said. "This is a serious, serious crime."

Police last week responded to a false report of an armed robbery at Tom Cruise's Beverly Hills home. In December, a boy was arrested after police said he made calls that reported violence at the homes of Justin Bieber and Ashton Kutcher.

Kim Kardashian is the star of the E! Entertainment Television series "Keeping Up with the Kardashians," the network's top-rated show. She also appears on other shows involving her family.

Third time's a charm: Obama to celebrate with oaths, parade

WASHINGTON (Reuters) - President Barack Obama will take the oath of office for the third, fourth and final time this weekend during an inauguration celebration that kicks off his second term in a more muted tone than his historic swearing-in four years ago.

High unemployment and partisan fights over fiscal policies have drained some of the hope that marked Obama's first swearing-in after he swept to victory on a mantle of change in 2008 to become America's first black president.

This time around, there is a less festive inauguration.

On Sunday, following a wreath-laying ceremony at Arlington National Cemetery, Obama will be sworn in officially at the White House at 11:55 a.m. EST, meeting the constitutional requirement that he do so on January 20. That portion will be private - except for a media presence - with a small audience of mostly family members.

Obama repeats the procedure on Monday during a public ceremony at the U.S. Capitol.

Both times he will be sworn in by Supreme Court Justice John Roberts who, in 2009 after flubbing the oath the first time, administered it to Obama again in the White House the day after his inauguration. The president's two recitations this year will be the third and fourth time he has taken the oath.

It will be only the second time he has made an inaugural address, however, and millions worldwide will be watching. Some 800,000 people are expected to flock to Washington for the event, down from a record 1.8 million in 2009.

With workers rushing to complete preparations for Monday, Obama started his inauguration weekend by joining in a nationwide day of community service projects honoring slain civil rights leader Martin Luther King Jr. The public swearing-in will fall on the national holiday marking King's birthday.

The president, first lady Michelle Obama and their two daughters went to a local elementary school to help carry out renovations as part of a National Day of Service, a volunteer program launched when he took office four years ago as a way to pay tribute to King's legacy.

In his inaugural speech, Obama is expected to talk about the need for political compromise where possible - a nod to the divisive fights with the Republican-led House of Representatives over the "fiscal cliff" and raising the U.S. debt ceiling.

He will emphasize that the values on which the United States was founded should still guide the country in the 21st century and encourage Americans to make their voices heard to influence lawmakers' actions, according to an administration official.

He will also touch on the goals he hopes to address in his second term, while leaving detailed policy blueprints for his State of the Union address next month, the official said. Deficit reduction, gun control, immigration reform, and energy policy are likely to be top priorities in his second term.

Obama has been crafting his inaugural address for weeks, scrawling out drafts on yellow legal pads. This weekend, he faces the task of juggling speech preparations and his presidential duties, including briefings on the fate of Americans and others caught up in a still-unfolding hostage crisis at a desert gas plant in Algeria.

While second inauguration speeches rarely go down in history, Monday's address is a rare opportunity to face millions of television viewers and seek support for upcoming fights with the men and women who work in the Capitol building behind the podium where he will speak.

"This time it's scaled down, but it's still historic for all of America," said Courtney Prater, a construction worker visiting from Detroit, after a tour of the White House.

The White House views the two speeches - he delivers his State of the Union address before Congress on February 12 - as two parts of a package, with the first one spelling out a vision and the second one specific policy proposals.

"The president, I think, is very appreciative of the fact that the American people have given him this opportunity to deliver a second inaugural address," White House spokesman Jay Carney told reporters this week.

"He believes that we have work to do, and he believes that both the agenda he has put forward so far and the agenda he will put forward in the future will help this country move forward in a variety of ways," Carney said.

After lambasting Republican opponent Mitt Romney during the presidential campaign for remarks that dismissed nearly half of the U.S. electorate, Obama is likely to offer some words of humility and resolve to represent even those who did not vote for him last year.

After the speech, Obama and his wife, Michelle, will join Vice President Joe Biden and his wife, Jill, at a luncheon at the capitol. Later the two couples will take part in the inaugural parade, returning to the White House in a motorcade and likely getting out to walk part of the way, waving at the crowd and surrounded by Secret Service members.

For weeks, workers have been building viewing stands along the parade route for visitors.

After seeing the rest of the parade from a spot in front of the White House, the Obamas will attend two official inaugural balls, dancing for the cameras and, in the first lady's case, donning a gown that will be scrutinized closely for its style and fashion sense.

China, India to strengthen military ties

BEIJING, Jan. 15 (UPI) -- China and India have agreed to strengthen military ties, the vice chairman of China's Central Military Commission announced.

The announcement was made by Xu Qiliang after meetings in Beijing Monday between senior Chinese and Indian military officials. The Indian side was led by Defense Secretary Shashi Kant Sharma, the official Xinhua News agency reported.

Xu called China and India the largest developing countries in the world and important neighbors for each other.

He said China attaches great importance in developing military ties with India and hopes to increase mutual strategic trust, enhance friendly communication and deepen pragmatic cooperation to promote the strategic partnership for peace and prosperity, Xinhua reported.

The two countries fought a brief border war in 1962, but since then relations have steadily improved, although their border issues remain unresolved and new tensions have arisen, especially those relating to China's close relations with Pakistan, India's traditional adversary. But India-China trade also has boomed in recent years.

Other irritants in India-China relations include the Dalai Lama, the Tibetan spiritual leader who has been living in India since the failed Tibetan rebellion in 1959 and who China has accused of encouraging Tibetan independence. China's territorial claims in the South China Sea also are among the concerns.

Xu was quoted as saying he believes the two countries have enough wisdom and ability to handle their relationship and be able to pave a healthy and stable development path for it, Xinhua said.

Sharma said India attaches great importance to developing its relationship with China and expressed confidence in the future progress of military relations between the two countries, the report said.

Last September, the two countries agreed to resume their joint military exercises after a hiatus of four years. That was announced in New Delhi during the visit of Chinese Defense Minister Gen. Liang Guanglie, who led a large delegation.

Nuclear-armed India warns Pakistan of retaliation

NEW DELHI -- India's army chief accused Pakistan on Monday of detailed planning of an attack along Kashmir's de factor border last week in which two soldiers were killed and said India reserved the right to retaliate.

The comments, which came as public anger mounts over the decapitation of one of the slain soldiers, appear certain to further inflame tensions between the nuclear-armed enemies.

Last week's fighting was the worst outbreak of violence in Kashmir, the Himalayan region both nations claim, since the two sides agreed a cease-fire nine years ago. Indian and Pakistan have fought three wars since independence in 1947, two of them over Kashmir.

Army Chief General Bikram Singh was speaking just hours before local commanders were to meet at the border to identify ways of reducing tensions and avoiding further clashes.

"The attack on January 8 was premeditated, a pre-planned activity. Such an operation requires planning, detailed reconnaissance," Singh told a news conference in New Delhi.

He said India reserved the right to retaliate against provocative acts on the border at a time and place of its choosing.

"I expect all my commanders at the Line of Control to be both aggressive and offensive in the face of provocation and fire," he said.

Protesters in India express outrage at Pakistan as India's army pays tribute to the two soldiers killed on the military control line of Kashmir. NBCNews.com's Dara Brown reports.

Both armies have lost two soldiers each in fighting along parts of 460-mile cease-fire line this month. One of the Indians was decapitated, New Delhi said, inflaming tempers in the country and prompting his family to start a hunger strike demanding that the severed head be brought back.

Pakistan has termed the Indian allegations as propaganda and blamed it for violations on the cease-fire line.

Islamabad accused Indian soldiers of entering its territory and killing a soldier on Jan 6. India said Pakistani soldiers intruded about 600 yards into its territory two days later and killed two Indian soldiers on patrol, the attack Singh was referring to.

'Gruesome act'
Pakistan said one of its soldiers was killed in further fighting on Thursday.

Singh said the beheading was a "gruesome act". He said a strong protest had been lodged with Pakistani authorities through diplomatic channels.

Hononegah alum Jarrod Rabey makes mark on college hockey

Jarrod Rabey is living the life of a college hockey player.

The sophomore defenseman at St. Cloud (Minn.) State University has played in 16 games with three assists to his credit for the No. 18th nationally ranked Huskies.

But the journey to playing college hockey hasn?t been easy for the Hononegah alumnus.

?I?ve worked my way up,? Rabey said.

After discovering the sport at age 7, Rabey played for the Rockford Roadrunners in the Rockford Hockey Club before moving on to the Madison Capitals, a youth hockey organization in Wisconsin. Then came five seasons with the Milwaukee Junior Admirals before leaving to play for the Indiana Ice (Indianapolis) of the US Hockey League, which is the top junior ice hockey league in the country for ages 20 and younger. The USHL is strictly amateur, allowing former USHL players to compete collegiately.

?During that time, it was a lot of traveling with my parents in the car,? Rabey, 20, said. ?During the season, my parents drove eight months out of the year to Milwaukee three times a week when I played for the Admirals. I was gone every weekend. It was a lot of sacrifice.?

While playing for the Indiana Ice, Rabey got a chance to see the St. Cloud State men?s hockey team in action. It wasn?t long before he toured the campus and decided he wanted to play his college hockey there.

?I love St. Cloud State. The coaches were great when I came up. I just felt at home.?

Rabey made an impact right away for the Huskies as a freshman. Injuries sidelined some of the team?s forwards, so he move up to that position and played in 37 games, registering six goals and eight assists as the Huskies advanced to the Western Collegiate Hockey Association Final Five for a fifth time.

?Jarrod is a very physical and imposing defenseman with very good offensive skills,? St. Cloud coach Bob Motzko said. ?The future looks good for Jarrod and we think he still has his best hockey still in front of him.?

Rabey hopes to play professional hockey, but he?s more concerned about the second half of the season: The Huskies will take on the University of Denver on Friday.

?We have a lot of team chemistry this year,? he said. ?Our goal is to keep working hard and hopefully win a national championship.?
