Japan rattled by 6.8 earthquake

Tokyo was hit by a 6.1 magnitude quake Tuesday, and northern Japan - the same area hit last year - was struck by a 6.8 quake. But there were no injuries reported.

A series of earthquakes rattled Tokyo and northeast Japan late Wednesday evening but caused no apparent damage or injury in the same region hit by last year's devastating tsunami.

The strongest tremor, off Hokkaido island, was 6.8 magnitude and caused tidal changes that prompted some communities to issue evacuation orders or tsunami advisories to residents nearest the coast.

A swelling of 20 centimeters (8 inches) was observed in the port of Hachinohe in Aomori, northern Japan, about one hour later. Smaller changes were reported in several locations on Hokkaido island and Aomori prefecture.

The Japan Meteorological Agency lifted all tsunami advisories about an hour and half later.

The earthquake felt in Tokyo was magnitude 6.1 and centered just off the coast of Chiba, east of Tokyo, at a rather shallow 10 kilometers (6 miles) below the sea surface.

The town of Otsuchi in Iwate prefecture, where more than 800 died in last year's tsunami, issued an evacuation order to coastal households as a precaution after the 6.8 quake, said prefecture disaster management official Shinichi Motoyama. No damage or injury was reported, he said.

Iwate was heavily damaged by last year's earthquake and tsunami. Thousands of aftershocks have shaken the region since then, nearly all of them of minor or moderate strength.

The magnitude 9.0 earthquake and tsunami on March 11, 2011 left some 19,000 people dead or missing.

Japan marked the first anniversary of the disasters on Sunday, as the country still struggles to rebuild.

iTunes movies in 1080p: less than or equal to Blu-ray image quality?

Blu-ray's been atop the home entertainment mountain, with only fleeting competition from HD-DVDs, ever since its introduction. Since then, home internet connections have gotten faster and the quality of downloadable content has improved such that iTunes can offer 1080p versions of your favorite movies. But, does iTunes really provide the crystal clear quality we're accustomed to seeing from its disc-based competition? The good folks at Ars Technica decided to find out using the film 30 Days of Night, and results were mixed: text and color reproduction were virtually indistinguishable, but the compressed iTunes version showed warts when dealing with bright spots and dark gradients. Highlights in the downloaded movie were a little blown out and lacked the detail of their Blu-ray counterparts, and banding was visible in the downloaded movie during a darker scene. So, it seems that supreme video quality still comes via optical drive, but if you're willing to sacrifice a smidge, the iTunes alternative is still pretty darn good. It was a massive success, and it owed most of its fame to online word of mouth.

The key to successful marketing through social media networks, such as Twitter, Facebook, and YouTube is to create a sense of community. Members of these sites enjoy following or subscribing to those other members who they think have interesting or unique content ? they then become a community of members who love a product, and who spread news of the product by links to friends, co-workers, and anyone they think might enjoy it. This is how viral marketing succeeds and gains notability, and becomes almost an internet fad. Most advertisements that go viral, whether intended to do so or not, tend to be things such as funny videos, interactive flash games, or even just a memorable image or text.

However, for every company that successfully runs a marketing program through social media, there are ten who merely fill users? screen with what they perceive as spam that should be ignored and deleted, rather than an interesting message that should be spread. This is mainly because their attempts at marketing were very impersonal, and sounded as consumers expect advertisements to sound like ? fake, cheesy, and attempts to shove products that they would never want at them. It may also fail because the target demographic isn?t properly aimed ? Twitter, for example, falls mainly in the 25-34 age demographic, while Facebook has much more of a teen audience, as does YouTube.

Then entered the animated flash ads, that expanded across a user?s screen and were accompanied by sound and music. Not only were these far too obtrusive, they also led to banner advertisements being viewed solely as a hindrance, and many users went so far as to block them. Even text advertising, such as on Twitter, should be sure to be pleasing to look at ? so this means no capslock, and proper capitalization where needed. Many companies think that adopting less formal typing methods would allow them to integrate themselves with the consumers better ? however, this just makes those users who type slightly better dislike your brand. This dislike is then spread by word of mouth, negating any benefit the marketing attempt produced.

Internet marketing isn?t an impossible form to master, despite it being new and not as well documented as other traditional forms. Poll: Health overhaul unpopular, but not as feared

(AP) ? Attacked as a rationing scheme and praised as a lifesaver, President Barack Obama's health care law remains as divisive and confusing as ever. But a new poll finds Americans are less worried that the overhaul will undermine their own care.

As the Supreme Court prepares to hear arguments on the constitutionality of the Affordable Care Act, the Associated Press-GfK poll shows that Americans are less concerned their own personal health care will suffer as a result of it.

Shortly after the law passed in 2010, nearly half ? 47 percent ? said they expected the quality of their care to worsen. Now just 32 percent say that's their worry.

Most of the law's major changes have yet to take effect, and dire predictions ? of lost jobs, soaring premiums and long waits to see the doctor ? have not materialized. Provisions that have gone into effect, including extended coverage for young adults on their parents' insurance and relief for seniors with high prescription costs, only had a modest impact on health care spending.

Lee Sisson, 63, a semi-retired businessman from Winter Haven, Fla., says he figures that he might be better off personally as a result of the overhaul. For example, it would limit how much health insurance companies can charge older adults. But self-interest hasn't made Sisson a supporter.

"As a guy that's semi-retired, the law would probably benefit me, and I'm still against it because it's not good for our country," said Sisson. He's concerned about the cost of new government programs getting passed on to future generations.

Most of the drop in people saying they believe their care will worsen actually comes from those like Sisson, who are opposed to it. Of the law's opponents, 55 percent now say their care will worsen. But in April 2010, soon after the law passed, that share was 67 percent.

Overall, half of Americans say they don't think the quality of their care will change, while 14 percent expect it to improve.

The health care debate may be getting less edgy, but it's unclear how much it will help Obama and Democrats heading into a contentious 2012 election season. Americans remain cool to the major domestic accomplishment of the president's first term, even if they like some of the law's provisions.

The poll found that 35 percent of Americans support the health care law overhaul, while 47 percent oppose it. That's about the same split as when it passed. Then, 39 percent supported it and 50 percent opposed it.

Opposition remains strongest among seniors, many of whom object that Medicare cuts were used to help finance coverage for younger uninsured people.

"We were supposed to have a nice, relaxed retirement, and now we are scared," said Nancy Deister Knaack, 65, of Leawood, Kan., a retired special education teacher. "We don't know what's going to happen."

Confusion about the complex legislation has not helped Obama sell it to the public, contributing to an atmosphere in which wild charges about potential repercussions readily find an audience.

Only about three in ten say they understand the law extremely or very well. Most, 44 percent, say they understand it just somewhat, while 29 percent say they understand it not too well or not well at all.

On the key issue before the Supreme Court, however, public opinion is clear. Nearly 6 in 10 in say they oppose the law's requirement that Americans carry health insurance, except in cases of financial hardship, or pay a fine to the government.

Opponents argue that such a mandate is an unconstitutional expansion of federal power, amounting to Congress ordering private citizens to buy a particular product.

The administration and many experts believe that the overhaul cannot work without an insurance requirement. The law guarantees that people with pre-existing medical problems can get coverage. Therefore, without a mandate, many healthy people may just postpone buying insurance until they get sick, driving up costs.

Even many Democrats are uneasy about the insurance requirement, although it can be fulfilled by getting coverage through an employer, a government program or by directly buying a policy, in many cases with the help of federal subsidies.

Las Vegas software engineer Michael Hugh, 37, says he supports the president and intends to vote for him, but the health care law should be revised.

"I am for the concept of it, but I am against the penalties," he said. "It's a good idea that they are taking down a wrong path because people shouldn't be penalized for not having health care." Hugh is currently uninsured but says he plans to get coverage through a new job.

While opposition to an individual insurance requirement remains strong, the poll found that 60 percent support putting the obligation on employers. Businesses are currently under no legal requirement to provide insurance, and the law would penalize medium to large companies that fail to do so.

The Associated Press-GfK Poll was conducted February 16-20, 2012 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,000 adults nationwide and has a margin of sampling error of plus or minus 4.1 percentage points.

Malaysian minister resigns amid corruption claims

A Malaysian minister announced her resignation Sunday amid an alleged corruption scandal that has put pressure on Prime Minister Najib Razak's government ahead of looming elections.

Women's affairs minister Shahrizat Jalil has come under fire over the "cows-for-condos" scandal, with accusations that her family used government money meant for a cattle-rearing project to invest in luxury apartments.

Perceived corruption and economic mismanagement were among voters' key grouses in the last general election, when the ruling Barisan Nasional coalition suffered its worst results ever.

Shahrizat said she would step down as women, family and community development minister when her senatorship -- which before the scandal was expected to be extended -- ends on April 8, according to an aide.

She plans to continue to head the women's wing of Najib's ruling party, the aide said.

The minister's husband is chairman of the embattled National Feedlot Corporation (NFC) and their three children are also involved with the organisation, although the minister re-iterated she had no role in it herself.

The NFC was given a 250 million ringgit ($83 million) government loan to accelerate beef production in Malaysia, but came under fire when an auditor general's report pointed out it had failed to meet its objectives.

The opposition pounced on the criticism and subsequently alleged Shahrizat's family used corporation funds to make purchases for personal reasons, including luxury condominiums in Malaysia and neighbouring Singapore.

NFC officials have denied improper dealings and defended the property investments as ways to bring in "greater returns" for the project.

Police are investigating the corporation.

Allegations of corruption against ruling coalition politicians are common in Malaysia but it is rare for them to have any repercussions.

But with Najib expected to seek a fresh mandate soon, he can ill afford negative publicity, which the opposition has been exploiting.

When Najib took office in 2009, after the Barisan Nasional lost its long-held two-thirds parliamentary majority in elections a year earlier, he pledged to clamp down on corruption in a bid to win back voters.

After winning three of ten Super Tuesday states, but narrowly losing to Mitt Romney in Ohio, Rick Santorum will try to generate some new momentum on Saturday in Kansas with GOP Presidential caucuses in that state.

40 delegates are at stake in the Sunflower State - 12 delegates are handed out 'winner take all' in the four congressional districts in Kansas; three to the winner in each district.

28 delegates are divided up proportionally based on the statewide results; 20% of the vote is the threshold to qualify for that batch of delegates.

Santorum has done well in states near Kansas - he easily won Oklahoma last Tuesday and he had a big non-binding win in next door Missouri - and the state's brand of conservative Republican politics should play well for Santorum.

Ron Paul has been the only other candidate to visit Kansas in recent days, as both Mitt Romney and Newt Gingrich skipped the state; Romney never made any plans to go while Gingrich set up and then cancelled two days of events.

Gingrich will be working Alabama and Mississippi for the next few days until the Tuesday primaries in those southern states; Romney is taking some down time this weekend.

As for Gingrich, earlier in the week his aides indicated Alabama and Mississippi were a last stand in this race; win and he stays in, lose and he goes home.

But now that's changed.

Greek bailout gives Europe time to build defenses

WASHINGTON (AP) ? Greece got the rescue. But it's the rest of Europe that's breathing easier.

A $172 billion (?130 billion) bailout isn't likely to keep Greece from eventually defaulting on its debts and abandoning the euro, many economists say.

The sad truth about the bailout is that it mostly just buys time. The breather allows European governments and banks to strengthen their financial defenses, leaving them less vulnerable if Greece cracks up a few months or even a few years from now.

The bailout ? plus an agreement endorsed Thursday by most private lenders to reduce Greece's debts ? "does more to protect Europe from Greece than for Greece itself," says Jacob Funk Kirkegaard, research fellow at the Peterson Institute for International Economics.

A similar approach worked a decade ago. When Argentina ran into trouble in 2002, stopgap bailouts gave financial markets time to prepare for an almost-inevitable default.

Without its bailout, Greece would have missed a March 20 bond payment and plunged into chaos, perhaps taking Europe's financial system with it. It was the second time Greece had to be rescued. It got an initial $146 billion (?110 billion) bailout in 2010.

For the rest of Europe, the reprieve means:

? The European Union can roll out a permanent new bailout fund, the European Stability Mechanism. The ESM will provide at least $660 billion (?500 billion) to support vulnerable countries like Italy and Spain if Greece descends into a disorderly default. Europeans are squabbling over whether to beef it up to $1 trillion or more.

? Banks can raise more capital ? their financial cushion against losses. The European Banking Authority has said European banks must raise $152 billion (?115 billion) in capital. They need the protection if a Greece default slashes the value of their holdings of European government bonds, blowing a big hole in their finances.

?The European Central Bank can keep flooding Europe's banking system more cash if necessary. Since December, the ECB has provided banks with just over ?1 trillion ($1.35 billion) in low-interest, three-year loans.

Under the bailout deal approved by eurozone leaders Feb. 20, Greece agreed to accept another bitter dose of austerity. It slashed the minimum wage and laid off 15,000 government workers, among other steps, in return for a $172 billion (?130 billion) rescue from eurozone countries, the European Commission and the International Monetary Fund. Greece also reached a deal that would reduce what it owes banks, pension funds and other private investors by $142 billion (?107 billion). On Thursday, Greece's private lenders overwhelmingly agreed to go along with the write-down.

But the rescue might not work. A Feb. 15 report prepared for European and IMF officials concluded that Greece is likely to miss its debt-reduction targets and need another bailout. The austerity measures meant to reduce Greece's debts could backfire by pushing the country deeper into recession and making it harder for the Greek government to raise the tax revenue needed to meet bond payments.

The Greek public is already rebelling against draconian austerity measures. The Greek government, facing riots in the streets and an election this spring, might balk at its budget-cutting commitments and demand easier terms.

"The real crunch time is going to be September or October by which time we will know whether the new Greek government formed after the election will be able implement the new program," Kirkegaard says.

The fear is that a meltdown in Greece might panic depositors into pulling their money out of European banks and scare bond investors into dumping Portuguese, Italian and Spanish bonds. Robert Redford, who rose to fame in films including "The Sting" and "Butch Cassidy and the Sundance Kid," founded the annual Sundance Film Festival in Utah to promote independent filmmaking.

Redford said the movies in the London lineup were American productions that "speak to universal experiences and global challenges."

The event at London's O2 Arena also features live music performances, discussions and panels.
